A sample inspection was carried out

In January 2026, employees of the Rossonsky District Department for Emergency Situations conducted a fire safety inspection of the facilities of the Vitebsk Regional Consumer Society located in the Rossonsky District (Head – Shurkalov Sergey Mikhailovich).

During the inspection, the following violations of fire safety requirements were identified:

preparation of an official by program No. 1 (program for employees responsible for fire safety of a structural unit) and employees by program No. 3 (program for employees operating heat-generating equipment) of the fire-technical minimum has not been organized;

organization of fire safety briefings has not been carried out;

the general fire safety instruction does not comply with the requirements (the functional purpose, the list of buildings, structures, premises categorized by explosion and fire hazard, their area are not specified; smoking areas are not defined);

the fire brigade of the bakery consists of less than 5 people;

a fire-technical commission has not been established;

the operability and serviceability of fire protection and fire extinguishing means are not ensured (the power supply unit of the light and sound device is faulty) (shop "Rodny Kut" at: Yukhovichi village, Druzhby St., 72; shop "Produkty" at: Zaborye village, Internatsionalnaya St., 24);

the "Exit" light indicator is installed at a distance of more than 0.5 m above the doorway (Praleska store at: ag. Rossony, Nevelskaya St., 14, Eda i Kofe fast-food cafe, ag. Rossony, Khomchenovskogo St., 3);

the fire safety regulations of the business entity are not observed (smoking is allowed outside specially designated areas on the premises) (Praleska store at: ag. Rossony, Nevelskaya St., 14; transport department at: ag. Rossony, Nevelskaya St., 26);

an inspection of the condition of the external fire water supply has not been carried out in the manner determined by the Ministry of Emergency Situations (bakery at: ag. Rossony, Lapenko St., 9);

fire cabinets in the building are made of combustible material (shopping center at: ag. Rossony, Sovetskaya St., 16);

the alarm devices are installed at a height of less than 2.2 m from the floor to their lower part without protection against mechanical damage (shopping center at: ag. Rossony, Sovetskaya St., 16; Eda i Kofe fast-food cafe, ag. Rossony, Khomchenovskogo St., 3; Rosinka restaurant, ag. Rossony, Khomchenovskogo St., 3);

a mobile structure has been installed in the fire separation of the shopping center building at: Rossony urban settlement, Sovetskaya street, 16;

the height of the emergency exit to the outside of the building is less than 1.95 m (fast food cafe "Eda i Kofe", Rossony urban settlement, Khomchenkovskogo street, 3);

an assessment of the readiness for use of fire hydrants has not been carried out (fast food cafe "Eda i Kofe", Rossony urban settlement, Khomchenkovskogo street, 3; restaurant "Rosinka", Rossony urban settlement, Khomchenkovskogo street, 3);

the operability and serviceability of fire protection and fire extinguishing systems, and fire water supply are not ensured (a fire hose is not connected to the fire hydrant) (restaurant "Rosinka", Rossony urban settlement, Khomchenkovskogo street, 3).

Also, during the inspection, violations of a capital nature were identified (recommended for implementation), namely:

the height of thresholds in the building is more than 0.06 m (shop "Rodny Kut" at: Yukhovichy village, Druzhby street, 72; shop at: Yankovichi village, Tsentralny lane, 2);

the height of the emergency exit from the building is less than 1.95 m (fast food cafe "Eda i Kofe", Rossony urban settlement, Khomchenkovskogo street, 3; shop at: Yankovichi village, Tsentralny lane, 2);

the width of the emergency exit is less than 0.8 m (shop "Rodny Kut" at: Golubovo village, Pochtovaya street, 6; restaurant "Rosinka", Rossony urban settlement, Khomchenkovskogo street, 3 (from the second floor of the building));

at the difference in floor levels at the entrance to the "Produkty" shop at: Rossony urban settlement, Oktyabrskaya street, 3, there are no at least 3 steps, or a ramp with a slope not exceeding 1:6;

emergency exit doors to stairwells are not equipped with self-closing devices and seals in the abutments (bakery at: Rossony urban settlement, Lapenko street, 9; shopping center at: Rossony urban settlement, Sovetskaya street, 16; restaurant "Rosinka" at: Rossony urban settlement, Khomchenkovskogo street, 3);

not all premises of the restaurant "Rosinka" at: Rossony urban settlement, Khomchenkovskogo street, 3 are equipped with fire automation systems.

Also, during the inspection, the following violations related to the operation of electrical networks and equipment were identified:

operation of electrical equipment is not ensured in accordance with design documentation and operational documentation for them (luminaires lack diffusers) (shop and boiler room premises at the shop "Rodny Kut" located at: Yukhovichi village, Druzhby St., 72; shop "Rodny Kut" located at: Sokolišche agro-town, General Kulnev St., 30; shop located at: Yankovichi village, Tsentralny Ln., 2; shop "Rodny Kut" located at: Krasnopolye agro-town, Selskaya St., 10; shop "Produkty" located at: Rossony urban-type settlement, Oktyabrskaya St., 3; transport department located at: Rossony urban-type settlement, Nevelskaya St., 26);

operation of electrical equipment is not ensured in accordance with design documentation and operational documentation for them (exposed electrical wires are in use) (shop "Rodny Kut" located at: Selyavshchina agro-town, Tsentralnaya St., 34; in the boiler room of shop "Rodny Kut" located at: Krasnopolye agro-town, Selskaya St., 10; shop "Rodny Kut" located at: Golubovo village, Pochtovaya St., 6);

operation of electrical equipment is not ensured in accordance with design documentation and operational documentation for them (wire connections are made by twisting) (in the boiler room premises of shop "Rodny Kut" located at: Krasnopolye agro-town, Selskaya St., 10; in the boiler room premises of shop "Rodny Kut" located at: Golubovo village, Pochtovaya St., 6);

The operation of electrical equipment is not ensured in accordance with the design documentation and the operational documentation for them (distribution boxes are not closed) (in the boiler room of the "Rodny Kut" store at the address: ag. Krasnopolye, Selskaya St., 10; in the boiler room of the "Rodny Kut" store at the address: d. Golubovo, Pochtovaya St., 6; "Praleska" store at the address: urban-type settlement Rossony, Nevelskaya St., 14; transport department at the address: urban-type settlement Rossony, Nevelskaya St., 26 (in the office of Stovpets R.V.); in the corridor near the packaging department of the bakery at the address: urban-type settlement Rossony, Lapenko St., 9; shopping center at the address: urban-type settlement Rossony, Sovetskaya St., 16). The reasons and conditions contributing to the commission of the specified violations were the insufficient knowledge by officials of the Vitebsk Regional Consumer Society of the requirements of regulatory legal acts in the field of fire safety, a formal attitude towards the performance of their direct official duties, as well as weakened control by the management of the society.

The Ministry of Emergency Situations reminds that in accordance with Art. 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention regulations in their respective organizations.
