The purpose of the Institution's creation is to provide practical assistance to citizens in cases of poverty, unemployment, disability, temporary loss of self-care ability due to old age, family distress, crisis situations, natural or environmental disasters, fires, and other cases requiring support.

Objectives

✓ participation in monitoring the socio-demographic situation and developing proposals for improving social services for the population in the Rossony district;
✓ differentiated (by category) accounting of citizens in difficult life situations, identification of the forms of social services and types of social services they need;
✓ ensuring the fulfillment of state minimum social standards in the field of social services;

✓ meeting the needs of citizens in difficult life situations for social services included in the list of free and publicly accessible social services of state social service institutions within the norms and standards of provision of citizens with services by state social service institutions;

✓ cooperation with organizations of various forms of ownership and individual entrepreneurs on issues of social services for the population within its competence;

June 10, 1989 - The Department of Social Home Care was opened at the Social Security Department of the Rossony District Executive Committee.
January 1, 2002 - The State Institution "Territorial Center for Social Services for the Population of Rossony District" was established on the basis of the Department of Social Home Care of the Department of Labor and Social Protection of the Rossony District Executive Committee.

September 1, 2007 - The Day Care Department for Disabled Persons was opened.
February 28, 2011 - The Department of Primary Reception, Information, Analysis and Forecasting was opened.
January 2014 - A branch of the Center was opened in ag. Klyastitsy.
January 2014 - The Department for the Appointment of State Targeted Social Assistance was opened.
November 1, 2015 - The Day Care Department for the Elderly was opened.
August 1, 2018 – The Center's branch in ag. Klyastitsy was closed.
August 1, 2018 – The Department for the Appointment of State Targeted Social Assistance was closed.
August 1, 2018 - The Department of Urgent Social Services was reorganized into the Department of Social Adaptation and Rehabilitation.
November 1, 2019 - The Day Care Department for Disabled Persons was merged with the Department for the Elderly.
