The activities of the department are aimed at:
Maximizing the stay of citizens in their usual home environment, maintaining their social, psychological, and physical status, protecting their rights and interests. Providing social services in the form of home social care to citizens in difficult life situations who have limitations in their life activities that prevent them from independently meeting their basic life needs due to illness, age, or disability.
The Home Social Care Department operates in the following areas:
Clarification on the procedure and conditions for providing hourly childcare services (nanny services)
- provision of caregiver services;
Provision of caregiver social services
- provision of day care services;
Day care service
- provision of social services in the form of social services in a substitute family;
Provision of social services in the form of social services in a substitute family.
- provision of one-time social services, both included and not included in the List of free and publicly available services;

Lifetime maintenance contract with subsistence.
Main areas of activity:
Social services in the form of home-based social services are provided to incapacitated citizens, disabled persons of group I or II, unemployed citizens aged 60 years and older, who have reached the generally established retirement age and are entitled to state pension.
Social services are provided for by the List of free and publicly available social services, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated 12/27/2012 No. 1218 "On some issues of providing social services".
The list of social services, as well as the norms and standards for ensuring a citizen with these services, are determined depending on the degree of limitation of the ability to self-care of the citizen who applied, which is confirmed by a medical certificate of health status.
Services provided by the home social assistance department:
- socio-domestic services (purchase and delivery of food products to the home, assistance in cooking, delivery of vegetables from storage, delivery of water, delivery of fuel from storage, garbage removal, floor sweeping, delivery (provision) of medicines and medical devices, etc.);
Social rehabilitation services (assistance in carrying out rehabilitation measures, training in the use of technical means of social rehabilitation, etc.);
Social intermediation services (assistance (rendering help) in delivery to and from healthcare, education, culture institutions (organizations), assistance in preparing vegetables for winter, etc.);
Consulting and information services (consulting and informing on issues of providing social services and social support, conducting informational discussions, etc.).;
Care services (nanny services, day care services, babysitting services).
Social services are provided under the following conditions:
– Low-income single disabled citizens, disabled persons.
- Under partial payment conditions:
– Single disabled citizens whose per capita income does not exceed 200% of the subsistence minimum approved in the prescribed manner.
The amount of partial payment is:
– for a disabled citizen, 60% of the tariff for social services
- Under full payment conditions:
- Disabled citizens, except for the citizens mentioned above. The amount of full payment is: - for a disabled citizen, 100% of the tariff for social services (in accordance with the decision of the Vitebsk Regional Executive Committee dated 19.09.2024 No. 591 "on tariffs for social services provided by state social service institutions" in the amount of 0.77 Belarusian rubles per hour (except for nanny services and day care services)).
When determining the payment conditions for social services, the following are applied:
- Subsistence minimum, effective on the date of enrollment for social services;
- Per capita income of a disabled citizen, calculated for the month preceding the month of application for social services.
List of documents required for concluding a social service agreement:
- Written application (prescribed form);
- Identity document of the citizen;
- a document of the established sample confirming the right to benefits (disability certificate, Great Patriotic War veteran certificate, etc.) for citizens belonging to the category of beneficiaries;
- a medical certificate of the citizen's health status in the form approved by the Resolution of the Ministry of Health of the Republic of Belarus dated July 9, 2010 No. 92, indicating the presence of medical indications and (or) absence of medical contraindications for admission to service;
- information on the absence of care for the citizen applying for social services by a person receiving benefits for caring for a Group I disabled person or a person who has reached the age of 80;
- a certificate of the pension amount for the month preceding the month of application;
- information about the residential premises occupied in the given settlement, place of residence, and family composition;
- information confirming that the citizen applying for social services is not a recipient of rent under a rent agreement or a lifelong maintenance agreement with dependents (with the exception of a lifelong maintenance agreement concluded with a local executive and administrative body) – for single incapacitated citizens.
Territorial center employees shall determine the citizen's need for social services within 3 working days from the date of application.
The decision to conclude a contract for the provision of social services shall be made by the head of the social service institution within 5 working days after receiving the last document (information) required for the provision of social services.
Citizens who are under constant care with the payment of a benefit for the care of a Group I disabled person or a person who has reached the age of 80, in accordance with the List of social services provided by state social service institutions, with norms and standards for providing citizens with these services, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated December 27, 2012. No. 1218 "On certain issues of providing social services" are also entitled to social services in the form of home-based social services provided for by sub-paragraph (17.1., 17.6., 17.23. of paragraph 17, sub-paragraph 22.10.3 of paragraph 22 of the list, in the amount of no more than 8 hours per calendar month - sub-paragraphs 23.2, 23.3):
- purchase and delivery of food products, essential industrial goods to the home;
- handing over items for washing, dry cleaning, repair and their delivery to the home;
- making payments from the funds of the serviced person for housing and communal services, use of residential premises, communication services, - carrying out other payments (payment for goods, services, payment of taxes, fines, loan repayment);
- delivery (provision) of medicines and medical supplies;
- caregiver services;
- day care services;
- provision of interest clubs.
