Substitute family is a form of life arrangement for a citizen in a difficult life situation, living together and maintaining a common household with another individual.

In accordance with the Resolution of the Council of Ministers of the Republic of Belarus dated November 20, 2017 No. 864 "On providing social services in the form of social care in a substitute family", the right to receive social services in a substitute family is granted to: a citizen in a difficult life situation – an unemployed disabled person of group I or II, an unemployed citizen who has reached the age of 70, permanently residing in the Republic of Belarus:

who has no minor children, as well as adult children, spouses and parents who are not disabled persons of group I or II, who have not reached the age entitling them to an old-age pension under general terms;

who is not being cared for by a person receiving benefits for care for a disabled person of group I or a person who has reached the age of 80;

who is not a recipient of rent under a rent agreement or a lifelong maintenance agreement.

Assistant – an individual providing social services in the form of social care in a substitute family: a capable citizen aged from 18 to 70 years, permanently residing in the Republic of Belarus, who is not a Group I or II disabled person and not a person legally obliged to support an adult incapacitated citizen.

Procedure for concluding an agreement on the provision of social services in a substitute family.

  • The provision of social services in a substitute family is carried out on the basis of a tripartite agreement, the parties to which are the local executive and administrative body represented by the territorial center for social services for the population (hereinafter referred to as the territorial center), an adult incapacitated citizen, and the Assistant.
  • The consideration of the issue of the expediency of concluding an agreement on the provision of social services in the form of a substitute family is entrusted to a commission formed by the local executive and administrative body.
  • To conclude an agreement on the provision of social services, the Assistant, as well as an adult incapacitated citizen, apply to the territorial center at the place of registration (place of residence).
  • When concluding an agreement on the provision of social services with several adult incapacitated citizens (including a married couple), the agreement is concluded with each citizen separately. The conclusion of an agreement on the provision of social services by an Assistant with three or more adult incapacitated citizens simultaneously is not allowed.

Procedure for forming and spending the budget of a substitute family

  • For the financial support of the needs of a substitute family, it is proposed to form a budget for the substitute family. The procedure for its formation and use is reflected in the relevant agreement to the contract. In this case, it is established that the amount of funds transferred by an adult incapacitated citizen to the budget of the substitute family cannot exceed 75 percent of his pension, taking into account allowances, additional payments, and increases.
  • Monetary remuneration to the Assistant
  • In the case of providing social services in a substitute family to a Group I disabled person with a severe impairment of self-care ability, the Resolution provides for the payment of a monthly monetary reward to the Assistant. The amount of such reward is 100 percent of the highest value of the subsistence minimum budget per capita, approved by the Ministry of Labor and Social Protection, for the last two quarters, and 150 percent when providing social services to two incapacitated citizens simultaneously.

    • List of social services provided in a substitute family

    The list of social services provided in a substitute family is based on the social services included in the list of free and publicly accessible social services of state social service institutions with norms and standards for ensuring citizens with these services, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated 27.12.2012 No. 1218, provided by territorial centers in the forms of inpatient social services and home-based social services.

    After the contract is concluded, the monitoring of the provision of social services in the form of social services in a substitute family is carried out by the territorial center:

    • in the first three months – at least once every two weeks;
    • in the subsequent three months – at least once a month;
    • after the first six months – at least once a quarter.
