• employed citizens:
• working under an employment contract or performing work for legal entities and individual entrepreneurs under civil law contracts, the subject of which is the performance of work (provision of services, creation of intellectual property objects), with the exception of citizens engaged in paid public works at the direction of the labor, employment and social protection authorities;
• working under an employment contract or carrying out activities for legal entities and individual entrepreneurs under a civil law contract, with the exception of citizens engaged in paid temporary work at the direction of the labor, employment and social protection authorities;
• carrying out individual entrepreneurial activities;
• caring for a child under the age of three, a disabled child under the age of 18, a child under the age of 18 infected with the human immunodeficiency virus, as well as a group I disabled person or a person who has reached the age of 80;
• undergoing state civil service without concluding an employment contract in accordance with the Law of the Republic of Belarus of June 1, 2022 No. 175-Z "On Public Service";
• undergoing military service, service in militarized organizations or alternative service;
• founders (participants, members) of legal entities, with the exception of founders (participants) of joint-stock companies and members of non-profit organizations;
• lawyers, notaries.
• under the age of 16;

• who have been assigned, in accordance with the law, an old-age pension, a length-of-service pension, a professional pension, a social pension upon reaching the age of 60 for women and 65 for men;
• recognized as incapacitated as a result of a medico-social expert examination;
• serving a sentence by court order in the form of correctional labor, restriction of liberty, arrest, imprisonment for a fixed term or life imprisonment;
• undergoing treatment in therapeutic and labor dispensaries;
• obligated persons in respect of whom a decision has been made on employment in a court order on recovery of expenses incurred by the state for the maintenance of children under state care, a decision on deprivation of parental rights, on the removal of a child without deprivation of parental rights, on the recovery of expenses incurred by the state for the maintenance of children under state care;
• who have submitted documents containing knowingly false information about unemployment and wages (remuneration under a civil law contract, other income) for registration as unemployed;
• studying in full-time education programs at educational institutions, organizations implementing educational programs of scientific-oriented education, other organizations, or with individual entrepreneurs who have been granted the right to carry out educational activities in accordance with the law;
• graduates, young specialists, young workers (employees) who have been provided with a place of work through assignment, employment against a quota, redistribution, and who have been sent, redirected to work and have not worked the mandatory work periods established by the legislation on education.

Citizens cannot be registered as seeking employment if they are:

• registered as unemployed;
• under the age of 14;
• recognized as incapacitated as a result of a medico-social expert examination;
• serving a sentence by court order in the form of restriction of liberty with referral to an open-type correctional institution, arrest, imprisonment for a fixed term or life imprisonment;
• undergoing treatment in therapeutic and labor dispensaries.

Citizens previously deregistered on the following grounds: 

• failure to appear without valid reasons for negotiations with two employers regarding employment within two working days from the date of issuance of a job referral by the labor, employment, and social protection authority;
• submission of a written statement refusing the services of labor, employment, and social protection authorities;
• failure to appear without valid reasons for more than two months from the date of the last appearance at the labor, employment, and social protection authority upon invitation by this authority;
• receipt of unemployment benefits based on forged, counterfeit, invalid documents, or unreliable information;
• refusal of two suitable job offers or refusal of two training offers directed by the labor, employment, and social protection authorities;
• early termination of educational relations (expulsion) with an unemployed person referred for training by the labor, employment, and social protection authority on grounds provided for in subparagraph 4.2 of paragraph 4, subparagraphs 5.2, 5.5, 5.11, 5.13, and 5.16 of Article 68 of the Education Code of the Republic of Belarus;
• refusal to be employed by an employer with whom a tripartite agreement on training and employment has been concluded between the labor, employment, and social protection authority, the unemployed person, and the employer (hereinafter referred to as the tripartite agreement);
• expiration of 12 calendar months from the date of registration as unemployed with the labor, employment, and social protection authority, excluding the period of their training

Citizens in respect of whom court decisions have been made to recover from them amounts of unemployment benefits, scholarships, maternity benefits, financial assistance, subsidies for organizing entrepreneurial activities (individual entrepreneurial activities), monetary payments for relocation due to moving to work in another locality, as well as actual expenses of labor, employment and social protection bodies related to the organization of their training, in favor of labor, employment and social protection bodies, can be re-registered as unemployed after 12 months from the date of their last deregistration, provided that the amounts to be recovered are fully reimbursed.

Upon application, the citizen fills out a card, on the basis of which the labor, employment and social protection body creates a registration card for the unemployed person and a personal file, and for a citizen applying for employment, a registration card.

Documents and (or) information provided by the citizen for registration as unemployed: 

• passport or other identity document;
• certificate (statement) of registration at the place of stay – for citizens registering at the place of stay, except for cases of registration using biometric identity documents;
• work record book (except for cases where legislative acts do not provide for its completion), and in its absence – a certificate of the period of work, service at the last place of work – for persons who have carried out labor activities;
• civil law contract and a document confirming the early termination of the contract (if any) – for persons who performed work for legal entities and individual entrepreneurs under civil law contracts, the subject of which was the performance of work (provision of services, creation of intellectual property objects);
• document on education, document on training;
• document confirming stay in a medical and labor dispensary – for persons who have ceased to stay in a medical and labor dispensary;

military ID – for individuals discharged from military or alternative service, as well as service in internal affairs bodies, the Investigative Committee, the State Committee of Forensic Examinations, financial investigation bodies of the State Control Committee, and bodies and units for emergency situations;

certificate of release – for individuals released from punishment in the form of restriction of liberty with referral to an open-type correctional institution, or imprisonment for a fixed term;

certificate of self-employment – in case of application within the period of mandatory work assignment for graduates who received higher, secondary specialized, or vocational-technical education in full-time education at the expense of republican and (or) local budgets;

conclusion of the medical-consulting commission – for individuals with health restrictions for work;

individual rehabilitation and habilitation program for a disabled person or an individual rehabilitation and habilitation program for a disabled child – for disabled persons;

document confirming the status of orphans and children left without parental care, as well as the status of persons from among orphans and children left without parental care.

Deregistration of unemployed persons is carried out in case of:

• employment, as well as the occurrence of other circumstances under which a citizen is considered employed in accordance with the article of the Law on Employment of the Population;
• failure to appear without valid reasons for negotiations with two employers on the issue of employment within two working days from the date of issuance of a work referral by the labor, employment, and social protection body;
• submission of a written application for refusal of services from labor, employment, and social protection bodies;
• failure to appear without valid reasons for more than two months from the date of the last appearance at the labor, employment, and social protection body at the invitation of this body;
• receipt of unemployment benefits based on forged, counterfeit, invalid documents, or unreliable information;
• appointment of an old-age pension, long-service pension, professional pension, or social pension in accordance with pension legislation upon reaching the age of 60 for women and 65 for men;
• refusal of two suitable job offers or two training offers directed by the labor, employment, and social protection authorities;
• submission of a written application for deregistration as unemployed due to a change of residence (place of stay);
• early termination of educational relations (expulsion) with an unemployed person directed for training by the labor, employment, and social protection authority, on the grounds provided for in subparagraph 4.2 of paragraph 4, subparagraphs 5.2, 5.5, 5.11, 5.13, and 5.16 of Article 68 of the Education Code of the Republic of Belarus;
• refusal to be employed by an employer with whom an agreement on training and employment has been concluded between the labor, employment, and social protection authority, the unemployed person, and the employer (hereinafter referred to as a tripartite agreement);
• expiration of 12 calendar months from the date of registration as unemployed with the labor, employment, and social protection authority, excluding the period of undergoing training;
• conviction by a court sentence to correctional labor, restriction of liberty with referral to an open-type correctional institution, arrest, imprisonment for a fixed term or life imprisonment, referral to a medical and labor dispensary;
• recognition of incapacity for work based on the results of medical and social expertise;
• issuance of a court order for employment against an unemployed person who is a liable person;
• admission (enrollment) to an educational institution, an organization implementing educational programs of science-oriented education, another organization, or to an individual entrepreneur who has been granted the right to carry out educational activities in accordance with the legislation, for obtaining education in full-time education, except for the admission (enrollment) of an unemployed person directed for training by the labor, employment, and social protection authority;
• death.

Documents and (or) information provided by a citizen for registration as a citizen seeking employment:

• passport or other identity document;
• individual rehabilitation and habilitation program for a disabled person or an individual rehabilitation and habilitation program for a child with a disability – for disabled persons.

A citizen seeking employment, except for obligated persons, shall be deregistered in the event of:

• employment;
• submission of a written application for refusal of services from labor, employment and social protection bodies;
• failure to appear without valid reasons for more than two months from the date of the last appearance at the labor, employment and social protection body;
• recognition of disability as a result of medical and social expertise;
• expiration of 12 calendar months from the date of registration with the labor, employment and social protection body;
• conviction by a court sentence to restriction of liberty with placement in an open-type correctional institution, arrest, imprisonment for a fixed term or life imprisonment, placement in a medical labor dispensary;
• death.

An obligated person shall be deregistered from the list of citizens seeking employment in the event of:

• employment;
• conviction by a court sentence to restriction of liberty with placement in an open-type correctional institution, arrest, imprisonment for a fixed term or life imprisonment, placement in a medical labor dispensary;
• death, recognition by the court as missing, or declaration of death.

The following administrative procedures are performed in accordance with
the list of administrative procedures approved by the Decree of the President
of the Republic of Belarus of April 26, 2010 No. 200 "On Administrative Procedures Performed by State Bodies and Other Organizations upon Applications of Citizens"

2.2. Issuance of a certificate on place of work, service and position held (for persons undergoing alternative service);

2.3. Issuance of a certificate on the period of work, service (for persons undergoing alternative service);

2.4. Issuance of a certificate on the amount of salary (monetary allowance, monthly monetary maintenance) (for persons undergoing alternative service);

2.20. Issuance of a certificate on alimony deductions and their amount (for unemployed persons registered with the employment service);

2.29. Issuance of a certificate on the period for which maternity benefit has been paid (for unemployed persons registered with the employment service);

2.30. Registration of citizens as unemployed;

2.31. Issuance of a certificate of registration of a citizen as unemployed;

2.32. Registration of citizens seeking employment;

2.5. Granting of maternity benefit (for unemployed persons registered with the employment service);

20.2.3¹. On insurance of a citizen undergoing alternative service, who died (passed away) while performing alternative service duties;

20.6¹. Issuance of a certificate of referral for alternative service.
