In accordance with the Law of the Republic of Belarus "On Employment of the Population" dated 15.06.2006 No. 125-Z and government decrees, the following social benefits are provided:
- unemployment benefit;
- maternity benefit.
UNEMPLOYMENT BENEFIT
Unemployment benefit is granted to unemployed individuals who have registered with the labor, employment, and social protection authority within one month from the date of dismissal, expiration or termination of a civil law contract, or termination of educational relations (expulsion) due to obtaining education, and who:
- have been in employment relations for at least five years prior to being registered as unemployed and were dismissed from their last place of work for reasons provided for in paragraph 2 of part two of Article 35, part four of Article 40, part one of Article 41, and paragraphs 2–4, 7 and 8 of Article 44 of the Labor Code of the Republic of Belarus, and (or) carried out activities under civil law contracts with mandatory insurance contributions paid to the budget of the state non-budgetary social protection fund of the population of the Republic of Belarus;
- were dismissed from military service (except for those dismissed from active military service), service in a militarized organization due to health reasons, or due to the need for the family to relocate to another locality;
- were dismissed from active military service or alternative service;
- are graduates of educational institutions who have obtained vocational-technical, secondary specialized, or higher education.
Unemployment benefit is also granted to unemployed individuals from among
Deductions for alimony, fines, and other types of collections are made from accrued payments based on executive documents.
Unemployment benefits are not granted to unemployed individuals who have been granted disability pensions.
An unemployed person referred for training by the labor, employment, and social protection authority retains the right to unemployment benefits.
If the training period exceeds the unemployment benefit payment period, the unemployment benefit payment is extended for the duration of the training.
Unemployment benefits are paid to unemployed individuals for 13 calendar weeks from the date of their registration.
Unemployment benefits are paid to unemployed individuals registered with the labor, employment, and social protection authority at their place of residence in areas with a tense labor market situation, and to unemployed individuals five years prior to reaching the generally established retirement age, for 26 calendar weeks from the date of their registration.
Payment of unemployment benefits is suspended for one month in case of:
- failure of the unemployed person without valid reasons to appear at the labor, employment, and social protection authority upon invitation to receive a referral for work (training) – from the date of invitation to the labor, employment, and social protection authority;
- failure of the unemployed person without valid reasons to attend negotiations with an employer regarding employment within two working days from the date of issuance of a work referral by the labor, employment, and social protection authority;
- failure of the unemployed person without valid reasons to fulfill the monthly quota for participation in paid temporary work in the manner prescribed by law.
- absence of the unemployed person from training sessions without valid reasons for more than 25 percent of the training time in the month of training;
- refusal of the unemployed person to accept offers of suitable work (training);
- if the unemployed person has not independently searched for work and has not informed the labor, employment, and social protection authority about it upon their request.
The period for which the unemployment benefit payment is suspended is included in the total period of unemployment benefit payment.
Unemployment benefits are not paid during the period of:
- payment of maternity benefits;
- undergoing by unemployed persons of attestation when mastering the content of educational programs in evening, заочной (correspondence), distance learning forms and in the form of соискательство (seeking a degree) in an educational institution, an organization implementing educational programs of science-oriented education, another organization, with an individual entrepreneur who, in accordance with the legislation, has been granted the right to carry out educational activities;
- undergoing by unemployed persons of military, special or training assemblies, performance of state or public duties.
These periods are not counted towards the total period of unemployment benefit payment and extend it.
Unemployment benefits are paid at least once a month, provided that the unemployed person appears in the manner prescribed by the labor, employment and social protection authority. Amounts of unemployment benefits not claimed by a citizen during the period of registration as unemployed are paid lump sum for the past period, but not more than three years prior to the day of application for unemployment benefits.
Maternity benefit
From January 1, 2025, women registered as unemployed or undergoing training at the direction of employment agencies are entitled to maternity benefits if they were registered as unemployed or sent for training no later than six months after the termination of work (service), study (when obtaining vocational-technical, secondary specialized, higher or science-oriented education), completion of training in clinical residency in the amount of 100 percent of the highest value of the subsistence minimum per capita, established by the Ministry of Labor and Social Protection, for the last two quarters, but not less than the minimum amount of maternity benefit.
In this case, the termination of work is understood as the dismissal of persons employed under an employment contract. Accordingly, the termination of work (service) does not include the termination of a civil law contract, individual entrepreneurial activity, as well as the completion of any other type of activity covered by state social insurance.
