The main innovation is the requirement to present the book open to the next blank page available for entries, to exclude the possibility of reading previous entries. At the same time, as before, it must be presented upon first request.

It is prohibited to demand that a citizen present identity documents or explain the reasons that necessitated making a remark or suggestion.

The procedure for storing documents related to the consideration of appeals will also change. Copies of responses to remarks and/or suggestions made in the book, and documents related to their consideration, are compiled into a single file and kept by the officials responsible for maintaining and storing the book.
